On May 15, 2026, at the Ho Chi Minh City University of Industry and Trade, the Faculty of Law successfully organized a university-level scientific conference entitled: “The Legal Framework for the Conversion and Utilization of Renewable Energy in Vietnam.” The event attracted the participation and interest of more than 300 students, lecturers, legal experts, and business representatives.
At the opening of the conference, Dr. Thai Doan Thanh, Vice President, emphasized that the energy transition and the development of renewable energy toward 2050, with the goal of achieving net-zero emissions, have become an inevitable trend in the context of globalization, climate change, and the growing demand for sustainable development, in line with the commitments consistently prioritized and directed by the Party and the State. He noted that this conference serves as a forum for scientists, experts, businesses, and students to jointly examine the emerging legal and practical issues, thereby proposing solutions to further improve the legal framework governing renewable energy in Vietnam.

“Comparative Analysis of Legal Measures Promoting Renewable Energy Development in Vietnam and the European Union – Recommendations for Improving Vietnam’s Renewable Energy Legislation,” presented by Dr. Nguyen Nam Ha. The presentation analyzed and compared the policy frameworks of Vietnam and the European Union, while also proposing orientations for establishing an appropriate legal framework to promote the development of renewable energy in Vietnam.
This was followed by the presentation entitled “Multi-purpose Land Use for Solar Power Development in Vietnam: Legal Shortcomings and the Need for Institutional Reform,” delivered by Dr. Pham Hoang Linh. The report clarified the practical obstacles related to land use for solar power projects and proposed solutions for improving the institutional and legal framework.
The presentation entitled “Green Finance Law: Singapore’s Experience and Recommendations for Vietnam,” delivered by LL.M. Mai Lan Phuong, provided an international perspective on green finance, drew lessons from Singapore’s experience, and proposed solutions for Vietnam in developing green finance to support renewable energy development.
